Canada’s Tri-Council Policy Statement: Ethical conduct for research involving humans, first published in 1998, has recently been updated.1 The US Department of Health and Human Services has just issued an Advance Notice of Proposed Rulemaking that would substantially change the 20-year-old Common Rule governing most federally funded research involving human participants.2 A comparison of the two countries’ systems for protecting human research participants is therefore timely. This analysis situates the Canadian system in an international context, with particular attention (...) to its similarities and differences to the US system and their shared challenges going forward with their changes. This article is a critical investigation of the buildings and writings of Étienne-Joseph Gaboury, a prolific French Canadian architect who, in the 1960s, designed several modern parish churches and engaged with various liturgical documents issued in the context of the Second Vatican Council. How have the various calls of priests and theologians advocating for artistic and liturgical renewal—calls which became increasingly frequent in the North Atlantic world after World War II—been adapted and implemented in specific architectural landmarks by Gaboury, (...) such as his famous Précieux-Sang Church and Blessed Sacrament Church in Manitoba? I argue that Gaboury’s account of the origins of Christianity and his description of religious experience in both embodied and spiritual terms, found in his essay “Design for Worship”, can be understood not simply as an aggiornamento, or bringing the Church “up to date,” but also as echoes, in aesthetic and architectural terms, of some of the key tenets of the “new theology,” which were central to the changes put forth by the Second Vatican Council. I also argue that Gaboury’s interests in materiality and in the evocative power of light need to be read through the rise of phenomenology in postwar North American architecture. By looking at various archival documents, I propose that Vatican II was not a unilateral, top-down paradigm shift, or a rupture with tradition, but rather a complex and ongoing negotiation between the architect, ecclesial authorities and lay people. The adjusted their daily "Focal media" according to their local understanding of the event, its marketing, its political use, and even the formation of emotional communities. In Canada, all institutions that conduct publicly funded, animal-based research are expected to comply with the standards of the Canadian Council on Animal Care (CCAC). The CCAC promotes the use of animal alternatives, and uses the “3Rs” principles of Replacement, Reduction, and Refinement as a guiding ethical framework. To ensure these standards are strictly enforced, internal ethics committees at each institution are tasked with creating “Animal Use Protocol” (AUP) forms to be filled out by researchers and evaluated by (...) the committees. In this paper, we assess AUP forms from Canada’s top research universities to identify the extent to which they conform to, or advance, the 3Rs framework. Our results show various deficiencies that call into question the quality of information elicited by these forms. To remedy this, we recommend that the CCAC assume responsibility for creating a standardized 3Rs section to be used on all AUP forms. In addition, proposal forms and experimental results for all research at CCAC-certified institutions should be digitized and uploaded into a national database. We argue that this would offer higher quality information for researchers at the experimental design stage, while strengthening the CCAC’s mandate to be accountable to the Canadian public. (shrink)

The Fifth International Congress of Logic, Methodology and Philosophy of Science was held at the University of Western Ontario, London, Canada, 27 August to 2 September 1975. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division (...) over the years know weIl, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. For these and related reasons it seemed to the editors chosen by the Divisional officers that the usual format of publishing the proceedings of the Congress be abandoned in favour of a somewhat more flexible, and hopefully acceptable, method of pre sentation. Accordingly, the work of the invited participants to the Congress has been divided into four volumes appearing in the University of Western Ontario Series in Philosophy of Science. The volumes are entitled, Logic, Foundations of Mathematics and Computability Theory, Foun dational Problems in the Special Sciences, Basic Problems in Methodol ogy and Linguistics, and Historical and Philosophical Dimensions of Logic, Methodology and Philosophy of Science. In 1989, the Social Sciences and Humanities Research Council of Canada established a strategic research theme on applied ethics -- a theme which has been characterized by its welcome emphasis on the integration of theory and practice and interdisciplinarity. In the six competitions in that theme for research funding, bioethics has received more support than other areas of applied ethics including business ethics. Nonetheless, I argue that Canadian research in business and professional ethics has made significant strides over (...) the past six years. (shrink)

To study Judicial determinants of the ordered obstetrical and fertility interventions. Nature, corresponding laws, decisions upon the 37 expounded holdings at the Probate, Trial, District, Appellate, and Supreme Courts are studied in 92 published materials identified through the ACOG, RCOG, SOCG portals, and Legal Scholarship Repository. Hearings are held in the US (83.8 %), Canada (10.8 %) and U.K (5.4 %). Of all the hearings reviewed, 27 % concern mentally impaired, 37.8 %-maternal incompetence, and 21.6 % cases are of (...) criminal nature. The Judicial determinants vary from country to country. In Canada, the ordered medical interventions are effected by the child protection legislation, whereas in the US, by court orders. In majority of cases, orders are obtained by dismissing the patriae petitions for involuntary sterilizations of mentally impaired sui juris adults (57 %); coerced obstetrical interventions (33.3 %), fetal custody (50 %); enforcement of surrogacy contracts (62.5 %) in favor of the Common Humanity Benefit clause; and recognizing the rights to inherit in posthumously conceived children (80 %) pursuant to the Social Security Act, Law of obviousness, Law of inherent anticipation, and Intestacy statute. Current study prioritizes two questions: (1) whether it is justified to override the wishes of a competent patient purportedly in her best interests; and (2) whether the patient’s autonomy and competence is an absolute concept. With the law unsettled as to a woman’s right to assent a treatment and contradict her fetus, parties concerned with fetal rights should consider exercising of screening tools on maternal judgmental fitness jointly developed by medical and legal practitioners. Further, given the advances in gamete conservations, states consider enacting legislation in order to safeguard the orderly administration of estates disrupted by claims from posthumously conceived children. A balance must be struck between the child’s right to inherit, the state’s interest, as well as the interests of prior born children. (shrink)

Increasingly, the Internet is proving to be an important research tool. Today, cyberspace affords researchers easy access to traditionally difficult to reach populations, a host of virtual communities, and a wealth of data created through computer-mediated-communication. This newfound research frontier brings with it, however, a multiplicity of ethical concerns, including: (1) whether the Internet constitutes a private or public space; (2) whether the human subject paradigm is appropriate when considering the ethics of Internet research; and (3) whether cyber participants/‘speakers-as-writers’ and (...) communities should be guaranteed confidentiality and anonymity when researchers contain or consider them in research. This paper examines these specific ethical concerns as they relate to Canada's Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans, which, as yet, does not explicitly address ethics involved in Internet research. I propose that in large part the Internet is by definition a public site of activity, and as such, many posters cannot expect their texts to remain confidential, nor their names anonymous, and that the human subject paradigm is highly problematic in terms of regulating ethics involved in some research generated through new information technologies. This is most expressly the case with computer-mediated-communication, which, in light of the Tri-Council Policy Statement, can be viewed as theoretically akin to public entertainment and performance. The first session was titled “The Boundaries of Knowledge in Buddhism, Christianity and Science.” The theme for the second session was “Buddhist-Christian Dialogue in an Age of (...) Science.”The first session, a panel discussion of The Boundaries of Knowledge in Buddhism, Christianity and Science, edited by Paul Numrich (Göttingen: Vandenhouek and Rupricht, 2008), considered the epistemological questions raised by Buddhist, Christian, and scientific insights on the inadequacies of conceptualization and language for understanding reality. The project that produced the book was funded by the Templeton Foundation, which also generously supported this panel.After a welcome by moderator Miriam Levering (University of Tennessee), the book’s editor, Paul Numrich (Theological Consortium of Greater Columbus), gave a brief overview of the volume, followed by reflections on their chapters by two contributors: Dennis Hirota (Ryukoku University) and Paul Ingram (Pacific Lutheran University). Amos Yong (Regent University School of Divinity) responded to Hirota’s chapter, and Sandra Costen Kunz (Phillips Theological Seminary) responded to Ingram’s. Hirota and Ingram each made a few remarks on these responses, leading into an open discussion including other contributors to the book: John Albright (Lutheran School of Theology), Roger Blomquist (Argonne National Laboratory), Tom Christenson (Capital University), and David McMahan (Franklin and Marshall College).Hirota’s paper, based on his chapter “Shinran and Heidegger on Truth,” examined the epistemology of Shinran (1173–1263), founder of the Japanese Shin Pure Land Buddhist tradition. Hirota noted that for both Shinran and Martin Heidegger (1889–1976) [End Page 197] truth is less a matter of asserting propositions and more a matter of the recognition and turning away from prior perceptual distortion. This permits the emergence of a new structure of awareness, an emergence that parallels Thomas Kuhn’s paradigm shifts in scientific understanding.In his response, Yong called for a greater role for different “particularistic or even confessional approaches” within “the religion-science discussion.” He thus noted with appreciation the grounding of Hirota’s paper in a Buddhist tradition that is not “broadly Tibetan,” like much work in Buddhist-science dialogue. Awareness of farm animal welfare issues is growing in Canada, as part of a larger food movement. The baseline Canadian standards for farm animal welfare—the Recommended Codes of Practice for the Care and Handling of Farm Animals—are up for revision. The success of these standards will depend in part on perceived legitimacy, which helps determine whether voluntary code systems are adopted, implemented, and accepted by target audiences. In the context of the Codes, legitimacy will also hinge on whether the (...) standards-developers marshal narratives about farm animals that accord with their audiences’ expectations. The aim of this paper is to catalogue factors that influence legitimacy in farm animal welfare standard-setting, including which narratives of animal welfare are emphasized by standard-setters. Drawing upon the example of the baseline Canadian standards, and the National Farm Animal Care Council, the paper will present a theoretical and methodological framework for analyzing legitimacy in the context of animal welfare standards-development and discuss associated policy considerations. The meetings took place in Montreal, Canada, 25-29 August 1980, with Concordia University as host institution. The program (...) of the conference was arranged by a Joint Commission of the International Union of History and Philosophy of Science consisting of Robert E. Butts (Canada), John Murdoch (U. S. A. ), Vladimir Kirsanov (U. S. S. R. ), and Paul Weingartner (Austria). The Local Arrangements Committee consisted of Stanley G. French, Chair (Concordia), Michel Paradis, treasurer (McGill), Fran~ois Duchesneau (Universite de Montreal), Robert Nadeau (Universite du Quebec it Montreal), and William Shea (McGill University). Both committees are indebted to Dr. G. R. Paterson, then President of the Canadian Society for History and Philosophy of Science, who shared his expertise in many ways. Dr. French and his staff worked diligently and efficiently on behalf of all participants. The city of Montreal was, as always, the subtle mixture of extravagance, charm, warmth and excitement that retains her status as the jewel of Canadian cities. Depuis la seconde guerre mondiale, l'État fédéral canadien a été gouverné à sept reprises par des équipes sans majorité au parlement : en 1957, 1962, 1963, 1965, 1972, 1979 et 2004. Dans cette étude nous avons retenu deux cas : celui du gouvernement Trudeau 1972-1974 et celui du gouvernement Martin 2004 parce que dans ces deux cas, le même parti et le même chef ont assumé le pouvoir en situation majoritaire et en situation minoritaire. Le vocabulaire caractéristique de ces deux (...) équipes est mis en lumière grâce au calcul des 'spécificités du vocabulaire'. On présente ce calcul en détail : utilisation de la loi hypergéométrique et pondération en fonction de la catégorie grammaticale du mot étudié. Il apparaît que le discours gouvernemental minoritaire est nettement impersonnel ; il sous-utilise les verbes et se réfugie dans un catalogue d'actions de court terme. (shrink)

This article is the first in a two-part review of policy design for human embryo research in Canada. In this article we explain how this area of research is circumscribed by law promulgated by the federal Parliament (the Assisted Human Reproduction Act ) and by guidelines issued by the Tri-Agencies (the Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans and Updated Guidelines for Human Pluripotent Stem Cell Research ). In so doing, we provide the first comprehensive account (...) of the rules currently governing human embryo research in Canada. In this article we also provide a chronological description of relevant policy initiatives and outcomes related to these policy instruments over the past 20 years, with particular attention to public involvement in policy design. This sets the stage for the second article (scheduled to appear in vol. 6 issue 3) in which we critically analyse the history of policy design for human embryo research in Canada, applying a typology of modes of public consultation developed by Eric Montpetit. Our goal is to carefully explain the various episodes of policy development and their corresponding outcomes, in order to more effectively address emerging questions about the legitimacy of future policy initiatives for human embryo research in Canada. Il retrace l'enseignement sur l'eucharistie à travers les vingt et un conciles traditionnellement considérés oecuméniques par l'Eglise Catholique Romaine, de Nicée à Vatican II . Tous les conciles n'ont pas parlé de l'eucharistie; mais ceux qui l'ont fait ont apporté de profondes intuitions sur le sacrement central du Christianisme. L'auteur résume ces développements comme suit: …les premiers conciles se préoccupent en priorité des personnes (...) présentes à l'eucharistie; les conciles du Moyen-Age et celui de Trente tournent leur attention vers le prêtre, les objets employés pour faire l'eucharistie, et spécialement la présence du Christ. The article covers the development of the idea of ​​patriarchal status in 1945-1962 within the Ukrainian Greek Catholic Church in the diaspora, focusing mainly on the third wave of Ukrainian emigration. After the Second World War, about 250,000 Ukrainian refugees found themselves in Western Europe, from where in 1947-1955, they moved to the countries of North and South America, Western Europe and Australia. The growing role of the Church, which continued to play a significant role in their lives after their (...) resettlement to the countries mentioned above, marked the experience of their stay in the DP camps. The DP camps became a place of a closer rapprochement between Ukrainian Greek Catholics and Orthodox Christians, one consequence of which was the appeals of a Ukrainian Greek Catholic bishops with a proposal to create a joint patriarchate with Ukrainian Orthodox, which would be in unity with Rome. On the other hand, the expansion of the geography of the presence of the UGCC and the founding of new metropolises in Canada and the United States brought to the fore the question of the unity of all structural units of this Church at the global level, which, as some believed, could have been secured by the patriarchal institution. Finally, the patriarchate was considered by the post-war Ukrainian emigration as a means of preserving the unity of the diaspora in the face of assimilation and disintegration. Furthermore, in the future, as an institution that could effectively help the Church revive at home after independence. The last aspect of the patriarchal idea had a significant impact on the emergence of the Ukrainian patriarchal movement, and its closeness to the goals set by the third wave of Ukrainian emigration provided that movement with a high level of massiveness and passionate vigorousness for the movement. The purpose of this article is to examine empirically the impact of environmental certification on firm financial performance (FP). The main question is whether there is a "green premium" for certified firms, and, if so, for what kind of certification. We analyze the short-run and the long-run stock price performance using an event-study methodology on a sample of Canadian and U.S. firms. The results of short-run event abnormal returns indicate that forest certification does not have any significant impact on firm (...) FP regardless of the certification system carried out by firms. Unlike the short-run results, the long-run post-event abnormal returns suggest that forest certification has, on average, a negative impact on firm FP. However, the impact of forest certification on firm FP depends on who grants the certification, since only industry-led certification (Sustainable Forestry Initiative, Canadian Standards Association and ISO14001) are penalized by financial markets, whereas non-governmental organizations—led Forest Stewardship Council certification is not. World War I had deepened his disillusionment with both the capitalist system and Western civilization in general. Seeking a socialist solution, he had visited Soviet Union just a few months before. But he had found that the Communist state there presented an unappealing alternative to the capitalist West in that it treated its citizens as slaves. The sad mood in which he "set out for China to seek a new hope"2 was described in his The Problem of China, published in 1922 after his nine-month visit: "It was on the Volga, in the. summer of 1920, that I first realized how profound is the disease in our Western mentality, which the Bolsheviks are attempting to force upon an essentially Asiatic population, just as Japan and the West are doing in China" (p. 18). The 1920S were a time when China, both as a nation and as a civilization, was in deep trouble. Her young people were eagerly looking outside their country to find a way of saving her. Since the 1840 Opium War, the Western Powers had poured into China, which had been a closed society, at least in Karl Popper's sense,3 for more than 3,000 years. With the collapse of the Qing dynasty in 19I1, China had been thrown into a state of anarchy by feuding warlords. The Great World Powers had both politically and economically dominated China through successive wars with her;4 through demanding indemnities, the cession of territory, fixed tariffs, etc.; and through controlling the corrupt and inept central government and warlords. Meanwhile, China was plagued by famine, piracy, brigandage, incipient rebellion,5 and the failures of various attempts at reform and revolution.6 China was well on the way toward disintegration, divided into "spheres of influence" by Britain, Germany, France, Russia and, especially, Japan. In the 1920S, China was also in the period of the May Fourth Movement-named after a popular student protest on 4 May 1919against foreign imperialism and an impotent Chinese government. It was agitated by the Treaty of Versailles which transferred, at the request ofJapan, the properties and privileges of the German sphere of influence in the Shandong Peninsula to Japan. This movement advocated learning science and adopting democratic principles in order to save China. It is important in Chinese history as a symbol of Chinese awareness of the need for the most profound changes in her tradition. All of these factors constituted the background to Russell's visit to China and thus affected the formation of his distinct view of the problem of China.? The invitation to him was a part of Chinese efforts in seeking methods from the West to save their country. Russell had already been known in China as a great philosopher, not only for his philosophy of logic and science, but also for his views on social problems. Dewey, Russell, Whitehead: Philosophers as Educators. Carbondale and Edwardsville: Southern Illinois U. P., 1986. Pp. xxi, 177· US$19.95; paper $9·95· B rian Hendley's book is more than a well-written account of three eminent philosophers who wrote about and participated in educational theory (...) and reform. The author has in fact selected Dewey, Russell and Whitehead as three stallions to draw a chariot. The precise nature of this "chariot" is indicated in the chapter entitled "The Philosopher as Educator Today" appearing at the end of the book: My intention throughout has been to suggest a way out of the current impasse in the philosophy ofeducation by reopening a conversation regarding a more productive role for philosophers to play, rather than merely analyzing concepts and policing arguments. My claim has been that philosophers of education can learn from their past, that we can see in Dewey, Russell and Whitehead instances of a productive approach to educational problems through thought and action. (P. 105) Having said this, the structure and contents of Hendley's book fall squarely into place. Chapter One, entitled "The Reconstruction of the Philosophy of Education", argues that there is a crisis in the current state of educational philosophy. The ensuing three chapters are devoted individually to Dewey, Russell and Whitehead. The concluding chapter, resting upon the strength of the examples given of three constructive contributors to the field, suggests new directions for the philosophy of education. It is clear that Hendley's book is more than an interesting account of the practical and theoretical educational activities of three of the most influential philosophers of the twentieth century. Dewey, Russell and Whitehead are not gathered together between the. same covers in order to explore or present a detailed analysis of their theoretical similarities or who may have influenced Reviews 219 whom. Instead, one gathers that the author has selected them on the basis of his own admiration and preference rather than for any shared theories which connect them. The point is made, however, that the strongest common element, and the most significant one, is that each man had ideas about education, each was a philosopher, and each attempted to exert some practical influence upon the educational institutions and practices of the day. In short, Dewey, Russell and Whitehead were theorists who were prepared to get their hands dirty. Hendley argues that after the death of John Dewey in 1952 educational philosophy was neglected and· philosophers tended to pay less attention to education. The author goes on to suggest some renewed interest in the field on the grounds of contributions made to the fifty-fourth Yearbook of the National Society for the Study of Education in 1955 under the theme "Modern Philosophies and Education", a special issue of the Harvard Education Review published in 1956; the publication of Israel Scheffler's edited collection of readings entitled Philosophy and Education in 1958; and R. S. Peters' Inaugural Address given at London in 1963, and his publication of Ethics and Education in 1966. According to this argument, we witness a general lapse after the death of Dewey, a rekindling in the mid-1950S and a broader resurgence in the 1960s. On the basis of the author's own account, I think that it is very difficult to argue that Dewey's death initiated any period of calm or disinterestedness. Furthermore, it is very problematic to point to various yearbooks or publications as indicators. The point is that with the death of Dewey there were numerous contenders to fill his position as the pre-eminent American philosopher of education. The extent to which anyone has been able to do so is a different matter. What I believe Hendley is really trying to say here is implicit in his argument, namely, that after the death of Dewey, no philosopher of equal stature took his place. Shortly thereafter the report was published under the title Ethics: Report of the Consultative Group on Ethics. She was the inaugural Artist in Residence (2011 to 2021) at TRIUMF, Canada’s particle accelerator center, and co-organizes processes of collaboration between artists and physicists in a project called Leaning Out of Windows. Her studio and research practices traverse the fields of physics, social history, feminist theory, and narratives of science. Her drawings explore the complex phenomena of physics and involve intuitive responses to specific sites through fieldwork in Canada’s Rocky Mountains, Germany, Iceland, Arctic Circle art + science expeditions, and through collaborations with physicists. Our program is ambitious, as is any attempt to match life (in our case real science) with virtue (e.g., exactness). We want our semantics to be not only simia mathematicae but also ancilla scientiae: built more geometrico and at the same time relevant, nay useful, to live science. The goal of exactness may sound arrogant but is actually modest, for the more we rigorize the more we are forced to leave out of consideration, at least for the time being. As (...) to the service intention: we should try to be of some help to science because the latter faces semantic problems but has no tools of its own for solving them. If it had such tools scientists would not engage in spirited polemics over matters of sense and reference, as they often do. Witness the debates on whether the relativistic and quantum theories are concerned with sentient observers, whether population genetics refers to populations taken as wholes, whether psychology is actually concerned with the brain, and whether the sense of a theory is excreted by its mathematical formalism or is determined by the way the theory is tested.A semantics of science should help settle these and similar issues. Moreover it should give sound advice as to how to formulate scientific theories so as to avoid such imprecisions and ambiguities as may give rise to debates of the kind. Constructing such a semantics, both exact and relevant to science, should be more rewarding than either manufacturing neat but irrelevant theories or pursuing erratic polemics on meaning and meaning changes. The remarks that critics make about works of art are various in character. Some of them are strictly interpretative—for instance, The Lord of the Rings may be claimed to be an allegorical representation of the Gospel Story; the slow movement of a symphony may be said to express a period of calm after a revolution; a painting may be said to depict the horrors of war. Some may be biographical—that the play was written in 1654, that the poem was written (...) while the poet was in love, that the sculpture was commissioned by the Canada Council. Some may be autobiographical—that the 7th has always been one's favourite Beethoven symphony, that one identifies with Joe in Room at the Top, that Medea was the first tragedy one saw performed in the original Greek. Some are ‘descriptive’ in the philosopher's sense, ‘matters of fact’—that the narrator is a senior civil servant, that the painting is all in pastel colours, that the conductor has not played all the repetitions. Some invoke formal structural principles—that the doors are in classical proportions, that the work's catastrophe is deferred to the finale, that the poem is in iambic pentameters. Some are concerned with the exposition of technique—that the spaciousness is suggested by the use of open fifths, that speed is portrayed by making the moving object sharper than anything else in the picture, that the effect of a sculpture is achieved by the use of metallurgically distinct materials. I wish to concentrate on a type of remark found frequently in art criticism, which defies reduction to any of the kinds mentioned above. The following are typical instances:That picture will not, at the first glance, deceive as a piece of actual sunlight; but this is because there is more in it than the sunlight, because under the glazing veil of vaulted fire which lights the vessel on her last path, there is a blue deep, desolate hollow of darkness, out of which you can hear the voice of the night wind, and the dull boom of the disturbed sea; because the cold deadly shadows of twilight are gathering through every sunbeam, and moment by moment as you look, you will fancy some new film and faintness of the night has risen over the vastness of the departing form. She was educated at Bryn Mawr College (AB, 1922) and St. Hilda's College, Oxford (HON BA, 1925; MA, 1926). Returning to (...) Bryn Mawr, she was employed from time to time as an instructor of English literature, but she never became a permanent member of the faculty. A frequent traveller to Europe during these years of teaching and writing, Edith published biographies of Wilfred Scawen Blunt in 1938 and Carey Thomas, a President of Bryn Mawr, in 1947. She sometimes lectured at various schools and clubs off campus on biography in general and Blunt in particular. Edith and Lucy Martin Donnelly, a friend of both Russell and his first wife AIys, became close; together they built a home, New Place, in nearby Rosemont, Pennsylvania, where they lived after Lucy's retirement in 1936 as head of the English Department. Following Lucy's death in 1948 Edith worked as a freelance editor in New York City and in 1950 applied, unsuccessfully, for a position as an Intelli~ gence Research Specialist/Foreign Affairs Officer in the us Foreign Serv:ice. At the same time, she moved to England: she and Russell were married two years, to the month, later. They had been introduced by Lucy Donnelly and met on occasion during the 1930S and 1940S when Russell was visiting Lucy. When Russell was in New York to deliver the Matchette Foundation lectures in 1950 they met again, and their relationship developed quickly. Within many of the categories, however, the papers were in disorder upon arrival. This is especially true of the domestic correspondence and records. They have been arranged in order to facilitate access by researchers. Six-digit archival numbers have been assigned to all documents. The papers measure 3.3 m. (II lin. ft.) and comprise 28 boxes.. All correspondence listed in this Recent Acquisition (no. 967) was entered in BRACERS, where it is accessible and searchable. Only the correspondents' names were extracted for this article. The BRACERS records, numbering 1,039, contain complete information on the letters; the topics of important letters are also extracted or summarized and included in the records. A selection of entries from the Topic_Text field are interspersed throughout the inventory. "Document(s)" is abbreviated "doc(s).", and "photocopy(ies)" is abbreviated "P(s)." was to bring great happiness to both. Russell's Autobiography is dedicated to her. She became a British subject in 1960 and, after Russell's death in 1970, remained in Wales where they had settled in the mid1950S. Eight years later, Edith died on I January 1978. An agreement by McMaster Universiry Library to purchase her papers from the Bertrand Russell Peace Foundation was made on 24 June 1985. The papers themselves did not arrive at the Russell Archives until nearly a year later, on II June 1986. Upon arrival, it was noted that many photographs that were listed with the agreement were missing, as well as some printed materials and books belonging to Lucy Donnelly, a typescript by Logan Pearsall Smith and sdme general correspondence. The Foundation has not been able to locate these missing items. More importantly, Russell's original letters to Edith (copies of which were included in Archives II) were not even listed as part of the agreement, and their location remains unknown as well. The majority of the papers concern Edith's life after Russell's death. There is very little from her life before her marriage. This is surprising because of the amount of material she preserved and organized during her life with Russell which is now held in Archives I and II. In a letter of... (shrink)

Canada’s Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans mandates that all research involving human subjects be reviewed and approved by a research ethics board . We have little evidence on how researchers are dealing with this requirement in multisite studies, which involve more than one REB. We retrospectively examined 22 REB submissions for two minimal-risk, multisite studies in leading Canadian institutions. Most REBs granted expedited review to the studies, while one declared the application to be exempt (...) from review. Time between submission and approval ranged greatly, from four to 546 days. We received a total of 155 REB queries for changes and clarifications, most of which asked for further information, clarification, or additional documents. Less than a third of the REB queries were requests for specific changes, and a vast majority had a very limited impact on the research projects. Institutions also varied broadly in their description of what was required of local principal investigators. We conclude that the organizational and practical challenges these results imply could deter researchers from embarking on multisite research projects, and that recently proposed changes to the TCPS will not solve these problems. Although Canada has not yet enacted any biobanking-specific privacy law, guidance and oversight are provided via various federal and provincial health and privacy-related laws as well as via ethics and policy documents. The primary policy document governing health research, the Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans, provides the framework for the strong role of Research Ethics Boards in Canada, and limits research funding from Canada's three main federal funding agencies to those who agree (...) to adhere to its policies. The broad consent model is gaining traction in Canada, although lack of legal and constitutional precedence for the broad consent or opt-out options makes this an evolving issue. In general, data is required to be coded; more specific security measures are outlined in guidelines that may be implemented by local policy. International sharing is allowed, and Canada meets the European Union's standards for receipt of data and samples. (shrink)

The Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans was first developed to establish a standard of practice in research ethics by the three federal agencies responsible for funding institutional research in Canada: Canadian Institutes of Health Research, Natural Sciences and Engineering Research Council, and Social Sciences and Humanities Research Council. In 2010, a second edition of the policy, known as the TCPS 2, was released with updated information and expanded coverage of research ethics issues. (...) According to the TCPS 2, the Agencies’ mandate is “to promote research that is conducted according to the highest ethical standards,” and the TCPS 2 serves as a benchmark for this with respect for human dignity as its underlying value. Research institutions receiving Agency funding are to comply with this policy statement by forming Research Ethics Boards to review all research involving human participants. The intention behind this review requirement is to provide a proportionate assessment of the benefit-to-risk ratio of the research, and in that process, to safeguard “respect for persons”, express a “concern for welfare”, and uphold “justice”. Research may not proceed until ethics approval is granted by an institution’s REB. The current study evaluates REB members’ perspectives on their knowledge of research ethics, and juxtaposes these perceptions with those of researchers. Specifically, we are interested in the extent to which REB members with less experience read the TCPS 2, and whether those with less experience have decreased confidence in their ethics knowledge. Cependant, ces valeurs d’accueil, d’intérêt pour les autres cultures qui président aux échanges d’étudiants sont (...) mises à mal dans de nombreux pays (États-Unis sous Trump, Canada, Royaume-Uni, Australie) qui entendent limiter le nombre d’étudiants étrangers. Academics from diverse disciplines are recognizing not only the procedural ethical issues involved in research, but also the complexity of everyday “micro” ethical issues that arise. While ethical guidelines are being developed for research in aboriginal populations and low-and-middle-income countries, multi-partnered research initiatives examining arts-based interventions to promote social change pose a unique set of ethical dilemmas not yet fully explored. Our research team, comprising health, education, and social scientists, critical theorists, artists and community-activists launched a five-year research partnership on (...) arts-for-social change. Funded by the Social Science and Humanities Research Council in Canada and based in six universities, including over 40 community-based collaborators, and informed by five main field projects, we set out to synthesize existing knowledge and lessons we learned. We summarized these learnings into 12 key points for reflection, grouped into three categories: community-university partnership concerns, dilemmas related to the arts, and team issues. In addition to addressing previous concerns outlined in the literature, we identified power dynamics hindering meaningful participation of community partners and university-based teams that need to be addressed within a reflective critical framework of ethical practice. We present how our team has been addressing these issues, as examples of how such concerns could be approached in community-university partnerships in arts for social change. (shrink)

give a proof of the existence of nonlocal influences acting on correlated spin-1/2 particles in the singlet state which does not require any particular interpretation of quantum mechanics (QM). (Except Stapp holds that the proof fails under a many-worlds interpretation of QM—a claim we analyse in 1.2.) Recently, in responding to Redhead's ([1987], pp. 90-6) criticism that the Stapp 1 proof fails under an indeterministic interpretation of QM, Stapp [1989] (henceforth Stapp 2), has revised the logical structure of his proof (...) including its crucial locality assumption. Our main aim is to show that this revision is a step in the wrong direction because it faces two difficulties which undermine the resulting proof's significance (3.1) and validity (3. 2). We also clarify and extend the Stapp 1 proof (1. 1) with the aid of Lewis' analysis of counterfactuals (1. 2) and causal dependence (2. 2 and 2. 3). In so doing, we are able to identify two new defects in the Stapp 1 proof (1. 3 and 2. 1) in addition to corroborating Redhead's criticism (2. 2). Also, the additional assumptions which save the Stapp 1 proof's validity are detailed (2. 3) and some new difficulties for the determinist are pointed out by exploiting a slightly extended version of the proof (2. 4). In providing this full analysis of the Stapp 1 proof, we also construct the necessary framework within which to provide a critique of Stapp 2's proof (3). *Portions of this paper were presented by R. Since the publication of Listening to Prozac there have been many debates about how and why Prozac and other similar drugs are prescribed. The articles that follow take up debates about what conditions such drugs can and should address, questions about authenticity in using drugs for psychic well‐being, and concerns about what means we morally endorse in projects of self‐creation. The contributions from Carl Elliott, Peter Kramer, James Edwards, and David Healy derive from a project supported by the Social Sciences (...) and Humanities Research Council of Canada, “Enhancement Technologies and Human Identity.” Psychiatry, like the Prozac it prescribes, aims to enhance the patient's internal psychic well‐being. Yet what ails many may be not an internal state like depression or anxiety, but alienation. And the experts of the self to whom we turn cannot “cure” our collective form of life in which alienation takes root. (shrink)

It is hard to imagine a threat to international security or a tension within U.S. foreign policy that does not involve the imposition of economic sanctions. The United Nations Security Council has fourteen sanctions regimes currently in place, and all member states of the United Nations are obligated to participate in their enforcement. The United States has some thirty sanctions programs, which target a range of countries, companies, organizations, and individuals, and many of these are autonomous sanctions that are (...) independent of the measures required by the United Nations. Australia, Canada, the European Union, Japan, South Korea, and others also have autonomous sanctions regimes, spanning a broad range of contexts and purpose. Most well-known are those concerning weapons proliferation, terrorism, and human rights violations; but sanctions are also imposed in such contexts as money laundering, corruption, and drug trafficking. States may also impose sanctions as a means to achieve foreign policy goals: to pressure a foreign state to bend to the sanctioner's will, to punish those who represent a threat to the sanctioner's economic or political interests, or to seek the end of a political regime toward which the sanctioner is hostile, to give but a few examples.
